Bio

Mr. Starkey has over 25 years experience in the environmental field,
specializing in regulatory activities associated with a wide variety of
environmental issues. These activities provide him with critical liaison
experience in dealing with the Environmental Protection Agency, the
Louisiana Department of Natural Resources, and the Department of
Environmental Quality (LDEQ). His creative approach to design,
operation, closure, and cleanup of waste facilities has provided clients
with outstanding cost-saving opportunities.

Mr. Starkey’s remarkable skills as a negotiator and project coordinator
are a great asset to clients in a variety of industries. He has served as
the primary contact and project liaison for nearly every type of
manufacturing facility, including an aerospace manufacturing facility
contracted to NASA, for whom he coordinated the air quality, water
quality, engineering, and waste compliance projects.

In addition, Mr. Starkey has been involved in regulation development,
allowing him to provide insightful consultation on the intent and
implementation of certain regulatory standards.
