Fugitive Monitoring (LDAR)

LDAR (leak detection and repair) services, also known as fugitive emission monitoring services, are a requirement at most chemical plants and refineries. Leaks to the atmosphere of raw material, intermediates and products through valves, flanges, pumps and other equipment can pose environmental and safety hazards, and ultimately amount to lost revenue for the company. LDAR regulations, whether Federal or State, require periodic monitoring and repair of equipment to minimize the impact of these leaks upon the environment.

Detecting leaks and maintaining a component list can get very involved very quickly. Components to be monitored require identification and are typically tagged. A database is usually employed to organize the components and develop monitoring runs. Equipment must be calibrated and certified prior to monitoring. Technicians should be trained per Method 21 requirements, which is the Federal standard protocol for monitoring. Following monitoring, the resulting data should be input into the database, any leakers must be addressed, and a final report must be filed with the governing agency.

Eagle has been providing LDAR services to multiple clients throughout the Gulf Coast for years. We have combined decades of experience in dealing with the issues that come with fugitive emission compliance. We have the knowledge of the Federal regulatory programs - such as HON (Hazardous Organic National Emission Standards for Hazardous Air Pollutants), NSPS (New Source Performance Standards), as well as State programs LAC (Louisiana Administrative Code), Sections 2121 and 2122. Eagle can provide turn-key LDAR service, from initial identification and tagging of equipment, establishment of an LDAR database and monitoring, to recordkeeping, reporting and leak management. Our in-house maintenance shop provides repairs and certifies the equipment used for monitoring. We are also available for unannounced agency inspections and internal LDAR audits.

Our main goal is service flexibility in meeting our client’s LDAR needs, which can vary from site to site. We are incorporating the latest technology into our LDAR services, including state-of-the-art data logging capability. Monitoring is typically performed using the Thermo TVA-1000B, still the industry standard monitoring instrument for LDAR. Eagle also uses other monitoring equipment that is more specific for certain compounds as needed. Data Management is performed using licensed databases or our own custom-designed Eagle database.
